History: Children of a war-torn country, the lives of the Maximoff twins have always been haunted by the spectre of fear. Their parents tried, in spite of this, to give their children a normal childhood, and protect them from pain and suffering. The family was relatively happy, even under constant threat of horror and war, until the twins suffered a tragic loss that would set them on a dangerous path.
At ten years old, all that Pietro and Wanda had ever known and loved was suddenly wrenched away by a stranger named Stark. The little family was in the middle of dinner when a mortar hit their apartment building. Their parents were both killed but the twins survived, trapped, to watch in horror as a second shell landed only feet away from them. The dud bomb did not go off and they waited, sure at any moment that the bomb would explode and kill them, too. For two days they remained trapped in the ruins of their home, waiting for death from a horrible weapon that read STARK.
Although the twins were rescued, they were irrevocably changed by their ordeal, fostering their hatred for the Starks, the family that destroyed their own. The death of Howard Stark and the end of the company's weapons program did little to quall their rage; the son of Stark was simply assembling new weapons in his creation of the super-powered Avengers team. When they were older, the twins joined protests and riots, rebelling against the forces destroying their home country, and vowed that somehow they would destroy the Avengers themselves. Soon they got their chance.
S.H.I.E.L.D. came to Sokovia under the pretense of keeping the peace, but it was soon clear that peace was the last thing these latest invaders had in mind. The twins, along with others of the Sokovian populace, were approached to be involved in human experimentation that would give them the power to overthrow their oppressors, to take on so-called heroes and gods alike. Wanda was unsure, but her brother jumped at the chance and so she followed his lead and the pair volunteered.
They were treated like prisoners, not allowed to leave, and the twins came to learn that these people were not S.H.I.E.L.D., but HYDRA. Their captors made no attempts to keep their secrets around the lowly experimental subjects, sure that they would all simply die off. Many did die, but the twins survived when their turn at the torturous procedures came. The experimentation unlocked strange and impressive abilities latent within the pair. HYDRA's terrible labors had borne weapons of unimaginable power.
During Wanda's seclusion and observation, she was sure she was going mad. She moved things with her mind, heard the thoughts of anyone she focused this weird new energy on. In their heads she saw the stuff of nightmares, all the worst thoughts and darkest fears of these monsters, and she wasn't sure that she would come through with her own mind intact. Somehow, she endured and, reunited with her brother, the twins quietly followed the orders of Baron Von Strucker, biding their time until they could use their new powers to finally exact their revenge on Stark. Their moment came when Strucker sent the pair on what should have been a quick mission in New York City. Bent on using the opportunity to avenge their parents' death, Wanda and her brother found their plans derailed when a strange energy barrier came down, trapping them in the city, and wormholes opened up to rain chaos from the sky.
Powers: She's weird. Wanda's psionic powers are a chaotic mix of telepathy that allows her to manipulate and view the fears of others, and telekinesis that she doesn't quite have a handle on.
MENTAL -Telepathy: "Maximoff can read minds or mentally communicate and experience memories and thoughts of others or project her own thoughts through a neuro-electric interface that gives her telepathy. Maximoff can also sense the minds and emotions of those around her." She can read thoughts and put thoughts in other's heads, but not constantly, and it's pretty obvious when she's doing anything because of the red glow thing so people would know if she was reading their mind (hence why she sneaks up to do stuff to enemies). She's aware if someone's near since she can sense their mind, and she'd be able to "feel" their mood, but even this is not automatic and requires her to make an effort.
-Mental/Fear Manipulation: "Maximoff is able to deploy a form of mental inertness upon others through a form of hypnosis." So she can make people do things, pretty much (or make them do nothing, which is helpful in a fight). She does this using fear and emotionally-based hallucinations, creating illusions, and mentally inducing sleep or pain.
PHYSICAL "The currents she creates can control and distort molecules and forms of physical forces, such as friction, kinetic energy, pressure, state of matter and even gravity. This energy is capable of controlling many forms of matter on a molecular level and can be used to control molecules and physical forces in various ways." These powers are more chaotic for her and she's been having trouble directing them without losing control over what she wants. It's made her wary of certain aspects of her abilities.
RESTRICTIONS Her mental powers can only be done within a few feet of another person, are much stronger through maintained touch (so let's say she does something in the same room then leaves, you can shake it off), and again it's pretty obvious when she's doing something so someone who realized what's up could knock her out and take her out of commission. If she really concentrates and remains nearby, Wanda can keep it going, but if her concentration's blown or she's not feeling well, the manipulation is weakened or ends.
In Game: Stuck in the city for six months, the pair has used their powers to survive in the world without any help from HYDRA. Although they'd like to distance themselves from their makers, Strucker has other plans, and has asked another head of HYDRA in the city to intervene with the twins on his behalf.
